Someone said to use the marquee tool, create the border,then go to edit/stroke and up pops a window for line weight and color. My problem is I can't figure out how to change the line weight or color afterwards. I figured out to do the border on it's own layer so if I need to change it, I can just delete the layer and start again. There has got to be a better way! When i was use 'gimp' there was a color selector in it, and i was able to fill color in whole selected areas.. But in photoshop i cant use it properly ..
